In 1997, the Town of Oro Valley took a bold step that would shape the identity and spirit of its community for generations to come. By embedding the arts directly into the town’s growth and development, Oro Valley pioneered a forward-thinking model that has become a beacon of placemaking and placekeeping in Arizona.
Today, Oro Valley is home to the largest collection of public and private art in Southern Arizona—a living gallery of more than 300 original works of art, spanning two- and three-dimensional creations that enliven roadways, enrich local businesses, and animate public spaces.
At the heart of this achievement is the town’s Public Art Code, which requires all commercial developments, large and small, to dedicate 1% of their construction budget toward commissioning original works of art. Coupled with participation in Pima County’s 1% for Public Works Program, this visionary approach has infused everyday spaces with creativity, from monumental outdoor sculptures to intimate paintings inside workplaces, creating a tapestry of art that reflects the town’s values and identity.

Take a Public Art Tour in Oro Valley, AZ
The Town of Oro Valley produces seasonal in person public art tours. Tours will be offered free of charge and guides will offer post-tour surveys to gather information about the tour experience and future tour pricing.

Registration and ADA accommodation
Tours will be conducted in Arizona Winery’s 14-passenger busses. Although the AZ Winery busses are not ADA accessible, the Town of Oro Valley complies with the Americans with Disabilities Act (ADA), and arrangements have been made to accommodate guests of all abilities, upon request. If your or your companion need ADA accommodations, please do not register online for your tour. Instead, please call our Community and Economic Development staff at 520-229-4800 to book your tour.

The 1% for Public Art Program in Oro Valley
In 1997, the Town of Oro Valley adopted a groundbreaking public art ordinance requiring commercial developers to dedicate 1% of their total construction budget to the creation of public art. This policy has transformed Oro Valley into Southern Arizona’s largest and most vibrant public art collection, with over 300 original works integrated into businesses, public spaces, and roadways.
Art State Arizona (formerly SAACA) partners with developers to make this process seamless, meaningful, and impactful. By managing every aspect of the public art requirement, we ensure that each project not only complies with the code but also creates a lasting cultural and aesthetic contribution to the community.
Services We Provide Developers
We serve as a trusted administrator for the 1% for Public Art requirement, offering end-to-end project management. Our services include:
Initial Consultation & Project Scoping – Meeting with developers early to review project goals, budget, and site-specific opportunities.
Artist Selection & Call Process – Creating and managing Calls to Artists, reviewing submissions, and coordinating community/public input where appropriate.
Contracting & Compliance – Managing contracts, insurance, and adherence to Town of Oro Valley public art codes and guidelines.
Project Oversight – Coordinating fabrication, installation, permitting, and inspections.
Final Approval & Dedication – Ensuring all documentation is completed, projects are approved by the Town, and public dedications are celebrated.
Sample Timeline
While each project is unique, most follow a general 6–12 month timeline:
Months 1–2 – Developer consultation, site review, budget alignment, and Call to Artists released.
Months 3–4 – Artist proposals collected, reviewed, and approved.
Months 5–9 – Design development, permitting, and fabrication.
Months 10–12 – Installation, final approvals, and community unveiling.
Timelines may be adjusted for larger or more complex projects.
Administration Fee
Art State Arizona provides these comprehensive services at a 15% administration fee, built directly into the 1% construction budget allocation. This means developers meet their obligation with no additional administrative costs, while ensuring a smooth and professional process from start to finish.
